Docs: Modernise docs build configuration

Add sphinxcontrib-mermaid to requirements-docs.txt to prepare for
migrating live seqdiag diagrams to Mermaid syntax.

Rename whitelist_externals to allowlist_externals in both tox.ini
files for tox 4.x compatibility.
