Dependency management for Restconf Client

Changes includes:
- Upgrade Restapicallnode implementation to use latest version of
JAX-RS and sun.jersey versions to align with RestconfClient which is
using latest versions for SSE support. This solve problem 1 as
specified in the JIRA.
