[ANSIBLE] Setup config file containing resources dir full path

Such config might be handy in scenarios where user defined scripts
populated with offline-platform require to leverage the full path to
resources directory on infra node.

This repo contains SRC code for offline installer solution. It can be primarily used for ONAP offline deployments using OOM charts however it can be used for other offline deployments as well as it's concept is quite generic.
