Update git submodules

Update git submodules

* Update docs/submodules/policy/apex-pdp.git from branch 'master'
  to eabc69580026cad20f2ea5448f6cc7e604359d1f
  - Changes for packaging services-onappf and some refactoring

    1) Added the code for packaging PDP-A.
    2) Updating the package names.
    3) Updating the dependencies in services-onappf. Some dependencies can
    be removed as they are brought in while packaging.
    4) Some other minor changes.
