Create hvves-ci to include setup step

hvves setup (certificate creation and propagation) is needed priori to run
hvves.

robot/testsuites/hvves-ci.robot [new file with mode: 0644] blob
setup-hvves.sh [new file with mode: 0755] blob
Test Suite Parent Project. Contains and holds all the robot tests.
