Update git submodules

* Update docs/submodules/oom.git from branch 'master'
  to 5e4e5301cf1350222e6424f1669b64dd97eb4f96
  - Merge "the public network should be a param"
  - the public network should be a param

    in openstack, public network is often called public by convention.
    However this is not required and so we should allow it to be changed via
    property.
