Update git submodules

* Update docs/submodules/so.git from branch 'master'
  to bf8459dc1b06f4a1f7e36e30fbe32136ab9c5a25
  - Merge "Migrate so docs"
  - Migrate so docs

    Merging this will create
    https://onap-so.readthedocs.io
    This build will run in parallel
    to the current docs generation method
    until we are ready to cut over.
