Update git submodules

  - Merge "Remove declaration thrown from constructor's body."
  - Remove declaration thrown from constructor's body.

    Remove the declaration of thrown exception 'org.onap.aaf.misc.env.APIException', as it cannot be thrown from constructor's body.
