Upload dgloader JAR w dependencies to Nexus Repo

This change uses the shade maven plugin to be able to deploy the
dg-loader JAR version that carries the dependencies needed to
trigger the dg-loader commands appropriately in
platform-logic/installer/src/main/scripts/install-converted-dgs.sh
