ChefAdapterImpl junits

- Added new Junit class ChefAdapterImplVNFCOperationsTest
- Added unit tests for method vnfcEnvironment
- Small refactor to for exception handling in vnfcEnvironment method to
improve readability and avoid catching and rethrowing same exception
