[COMMON] More versatile templates for storage

1. Add the possibility to specify a suffix and a specific persistence
information path.

   This is useful when a deployment has several PVC

2. Create a template for Volume Claim Templates in Statefulset

Introduces the ONAP Platform OOM (ONAP Operations Manager) to efficiently Deploy, Manage, Operate the ONAP platform and its components (e.g. MSO, DCAE, SDC, etc.) and infrastructure (VMs, Containers).
