[PORTAL][CASSANDRA] Configure Heap

When on small flavor, limits set are too small to allow a smooth start
of cassandra with usual Heap configurations.
This patch adds heap configuration when on small.

Introduces the ONAP Platform OOM (ONAP Operations Manager) to efficiently Deploy, Manage, Operate the ONAP platform and its components (e.g. MSO, DCAE, SDC, etc.) and infrastructure (VMs, Containers).
