Performance Improvement: Enhance state handler

- Introduced batch handling capability to state handler
- Refactored methods in CompositeStateUtils
- Renamed saveCmHandleStates to saveCmHandleStateBatch
- Decoupled processing of events in bulk
- Test scenarios for the new functionality
