Update git submodules

* Update docs/submodules/policy/parent.git from branch 'master'
  to 47f977556de3613e1f67d4551ccaa576e3228e93
  - moved h2 db version back to 1.4.197

    1.4.200 h2 db upgrade breaks junits that run OK previous
    to the upgrade.
