Make kubernetes nodes to be placed on different computes

Modify the heat template so that kubernetes node
instances are not placed on the same compute nodes, but each on a different node.
This is called anti-affinity.

This repo contains SRC code for offline installer solution. It can be primarily used for ONAP offline deployments using OOM charts however it can be used for other offline deployments as well as it's concept is quite generic.
