Update git submodules

* Update docs/submodules/sdnc/oam.git from branch 'master'
  to e56de05dd89dce5f38f94b538f96a1cff36bdb00
  - Merge "Handle case where sslcert file is not specified"
  - Handle case where sslcert file is not specified

    If ssl cert file is not specified, do not enable SSL.  Current script
    does not explicitly check and so crashes if https port is specified
    and ssl cert file is not.
