Update git submodules

* Update docs/submodules/oom.git from branch 'master'
  to c052dc481ac1c3ba5867d6b21a6cd6b192af86fe
  - Merge "[POLICY] Use common secret template in brmsgw"
  - [POLICY] Use common secret template in brmsgw

    Use common secret template in brmsgw module to override DB credentials
    comming from policy-common

    For now db creds are hardcoded but will be remove in further commits.
