Update go_version from 1.12 to 1.14.

Go reports a missing crypto/ed25519 module when running the vagrant
installer with KUD_PLUGIN_ENABLED.  The package was introduced in go
1.13 (https://golang.org/doc/go1.13#crypto/ed25519).
