Fix NCMP CSITs by using new TLS certificates

TLS certs for SDNC and PNF simulators have expired, causing CSITs
to fail. The new certificates are valid until 22/07/2034

- Add new certificates, valid for 10 years
- Re-enable NCMP CSITs
