Update git submodules

* Update docs/submodules/oom.git from branch 'elalto'
  to 1ba556dfafe98d298630d997251de8331528d975
  - [POLICY] new elato images

    New images are needed in ElAlto since some components
    did not support external certificate configuration.

    Update license headers to 2020
